Administration

 

The Office of the Township Manager is the focal point of the administrative operations. The Manager is the chief executive and administrative official of the Township. The Township Manager serves at the pleasure of the Mayor and Council and presides over the day-to-day administration of the municipality's executive and administrative business matters. The powers and duties of the Township Manager are prescribed by State statute and municipal ordinance. Responsibilities of the Manager include:
  • Implementation of all policies established by the Mayor and Township Council
  • Preparation and submittal of the annual municipal budget for Mayor and Council consideration
  • Preparation and submittal of the annual report
  • Full personnel administration from hiring through departure for all department heads and subordinates within each department
  • Administration and supervision of all municipal departments through the department heads and other key supervisory employees
  • Preparation and negotiation of contacts for consideration by the Mayor and Council
  • Administration and maintenance of a centralized purchasing system
  • Response to citizen requests and concerns as well as those of Township personnel
  • Appointment of citizens to serve in volunteer capacities on certain boards, commissions, committees, etc.
  • Participation in the preparation of Council agendas and attendance and participation at Council meetings
  • Liaison to various outside governmental agencies.
The Township Manager's immediate staff consists of an Administrative Assistant, an Information Technology (IT) Director and a part-time Ocean TV Coordinator. Staff responsibilities include:
  • Responding to public requests and concerns
  • Maintenance of all municipal computer operations
  • Maintenance of the telecommunications system
  • Administration of municipal website
  • Purchase of and oversight of the maintenance of office machines
  • Purchase of municipal office supplies
  • Insurance administration in coordination with the Township Clerk's office
  • Maintenance of a comprehensive filing system
  • Coordination of a municipal Safety Committee
  • Enforcement of municipal code violations
  • Operation of a municipal cable television channel and coordination of a dedicated group of citizen volunteers
Michael F. Muscillo was appointed as Township Manager on June 29, 2017. He holds a Masters degree in Public Administration from Valdosta State University and a Bachelor of Arts in Political Science from Montclair State University. He has held prior municipal management positions as an Assistant Business Administrator in Long Branch, the Business Administrator in Hazlet, the Manager in Lakewood, and the Administrator in Tinton Falls.  Mr. Muscillo is an active member of the New Jersey Municipal Managers Association and follows the International City/County Managers' Association ( ICMA ) Code of Ethics. He currently resides with his wife and two children in Howell Township.
